*Summary*:
* the last 2 years we've relied on consensys finance to issue these. after we spin out, we won't be able to rely on them.
* as we move more into enterprise funders, this will be a requirement.
* lets get ahead of this now.

no tax year report
### Expected Behavior

- in `/settings/ a user should be able to set their location. this dropdown will be prepopulated with the LAST geolocation they logged in with (check out their `UserAction` Login events to build this)
- on January 15th of every year a management command will run. this management command will generate
1. a CSV of every counter-party that the funder has worked with last year (Bounties, Tips, Grants all inclusive), including the following columns: date, counter-party name, counter party location (country), amount, token name, value in USD at time of transaction.
2. a 1099 for any US based workers who have earned > $600 that year on the platform.
3. if user has not worked with any counter parties *as a funder* the mgmt command will not take any action for that user.
4. if the user HAS worked with counter parties as a funder, the mgmt command will send an email to them with two links: a link to the CSV generated in (1), a zip of all the 1099s for any US-based counter parties.
