Formatting error on about.html for non-populated handle

**Describe the bug**
When viewing personalities on the _Company...About_ page, entries without a handle (Joe Lubin for example), do not include the "(" symbol due to the way about.html checks and renders content based on population of this field. This can be seen on the `{% if handle %}` check located at https://github.com/gitcoinco/web/blob/ecc29c37050adb36d49746f37b6a5ccbfeee6b43/app/retail/templates/about.html#L54
**To Reproduce**
Visit https://gitcoin.co/about and look at the entry for Joe Lubin. It does not contain the "(" character in his title, as he does not have a handle populated in https://github.com/gitcoinco/web/blob/fe3e3d049fc05f21db91e63bd7759ea2a7fe6210/app/retail/views.py#L526
**Expected behavior**
Entries without certain fields should still render the outside parenthesis for all entries, regardless of field population.

**Additional context**
The opening parenthesis could be moved up a line or two as a simple fix. Other entries would need to be Q/A'd to ensure this doesn't introduce new bugs. I attempted to fix this myself on a local development environment, but I'm experiencing a postgresql "chat" db not found when trying to build from master. I will submit a separate issue for that.
