Create template and validation for pull request

We should create a template for Pull request with a checklist to make sure all necessary information is present. We should also run some Github action to ensure that the requirements match.
List of things needed in the checklist of the PR:
- [ ] Labels to know if it's a feature/bug
- [ ] Label to know if it's a breaking change
- [ ] Labels to associate which library is concerned with the labels @mesg/api, @mesg/service ...
- [ ] Changelog of the different libraries updated
- [ ] Create/Update tests if necessary (new feature should have new tests)
- [ ] Test are passing
- [ ] Description of what's the PR is doing

List of things that require validation through a Github action or external service.
- [ ] Label with the right library present (one of the tags that starts with `@mesg/`)
- [x] Changelog detail (https://github.com/mesg-foundation/js-sdk/pull/166)
- [ ] Description of the PR
- [ ] (optional) Make sure that the label and the changelog entry are correlated
- `Breaking change` in the changelog should have the `breaking change` label
- `Improvement` in the changelog should have the `enhancement` label
- `Bug fix` in the changelog should have a `bug` label
If we can do the last step, to syncronize the changelog to the labels, then we don't need to add it in the checklist.
