[$3,000] - Create a solution that uses Quorum or Besu that creates a private off chain transaction

**Create a solution that will demonstrate creating a private transaction, using either Quorum with Tessera or Besu with Orion**
It should include on-chain data (inside the smart contract) and off chain data as well. The key is that the off-chain data should be encrypted with the same key used for the on chain transaction.
In this challenge, the goal is to extend either Quorumβs Tessera or Besuβs Orion to include the option to pass off chain data that will be stored / retrieved as part of the on chain transaction. The underlying storage is up to you but using the private transaction manager to extend to support a database, IPFS, or even file system is the requirement. Extending the web3 client to support offchain data is needed, but the implementation is up to you!

**Submission Requirements**
Your submission should demonstrate that you are using VS Code, have downloaded the Blockchain DevKit for Ethereum and you are using it for this solution. Submissions should also use the [Blockchain Data Manager](https://docs.microsoft.com/en-us/azure/blockchain/service/data-manager) to create an application that will react to state changes made to the Smart Contract. The application will create a toast notification to signal that a state change was made.
- The submissions will be reviewed for completeness of the tasks based on these submission requirements.
