1. New setting on the gitcoin settings (gitcoin.co/settings)
- True/False - Hide my Ethereum address to everyone other than those who I am doing direct business with.
It should default to true.
2. When contributing to a Grant, I can toggle this back and forth
3. If my setting in (1) is toggled to true
a. my ethereum address is not shown on my profile, unless the user viewing the profile passes the filter of (`user.has_done_business_with()`)
b. my ethereum address/etherscan tx id is not shown on any gitcoin grants activity feeds, unless the user viewing the profile passes the filter of (`user.has_done_business_with()`). additionally, if this check doesnt pass, the amount and timestamp of each grant contribution should be obfuscated, by rounding the amount/timestamp so that someone who looks at the grant ethereum address history cannot match up contributions by time and amount.
c. my ethereum address is not shown in the gitcoin.co/tip flow, unless the user viewing the profile passes the filter of (`user.has_done_business_with()`) and has made < 10 requests for gitcoin profile and ethereum address pairs. (this means rate limiting the api/user_search )
This MUST be done by 1/2/2020 in preparation for CLR Round 4 starting on 1/6.
