as a user, i want a preview of where my ETH is going in the Advanced Pay flow, so i can have faith my ETH is safe
### Why Is this Needed

*Summary*:
In the advanced pay flow:
1. if we have an ETH address on file for a recipient user, it will send to that address
2. if we *do not* have an ETH address on file for a recipient user, it will create a proxy account and hold the funds there until the recipient claims the funds
Add an info icon that users can access to find out where the Eth is going.. this is a common question we get about tips ‘where is my ETH going’
its in the documentation, but no one seems to click through the docs

for tips, the tip page will do one of two things
1. if we have an ETH address on file for a recipient user, it will send to that address
2. if we *do not* have an ETH address on file for a recipient user, it will create a proxy account and hold the funds there until the recipient claims the funds
### Definition of Done
- [ ] Add a tooltip hover on top of the user input field (see design).
- [ ] Update the input field to use consistent form styles as the funder form.
- [ ] For the use case where a user exists, please display the user icon and the eth address associated.
Hide the dropdown option.
- [ ] For the instance where a user is unverified show a question mark icon and user name with unverified in parenthesis...(see design).
- [ ] Please work with @thelostone-mc since he will be adding the ability to search a user via typedown.
we will want this info icon displayed on both the `advanced payout` and the `tips` view
