As a user, I want to be able to update my profile header, to further customize my profile 'when I look in the mirror'.
### Why Is this Needed
Further allowing users to customize their profile and MAKE IT LOOK GOOD will allow them to think of their gitcoin profile as their web3 job hunting identity, further increasing their stickiness on the platform.

No profile header upload

Your task for this bounty is to design a profile header uploader to replace the default profile header on the Gitcoin profile
This beahviour is modeled after the UX on twitter
I would like for the person who is building this functionality to add the 'change your header photo' functionality on Gitcoin.
There are two options to profile header uploads:
1. Upload a new image. In this case, you may store the image in S3.
2. Select an image from a list of preselected profile headers. Those profile headers are already created, and they are uploaded to [this ticket](https://github.com/gitcoinco/web/issues/3912).
- UI should be as minimial as possible, such that it is not needed to have a designer work on this.
- users should only be able to change the profile header on their OWN profile.
