UX - A Propper Hackathon Onboarding Flow for Contributors

### User Story
As a contributor coming in to Gitcoin, I'd like to know what to do when I visit the Hackathon landing page.
### Why Is this Needed
- We've had feedback that contributors are confused and don't know how it works or how to get started, when they come to the hackathon landing page.
- Data: Drop off 1000 ppl β> 100 hackers participating.
### Assumptions
Human - we assume that contributors don't know how to proceed after they click to learn more about hackathons.
Business - We assume that if we fix this problem the number of drop offs will decrease and there will be more hackers hacking.
Tech - We assume that we would likely need to build a proper onboarding flow within Gitcoin.

Come up with a proposed hackathon onboarding flow.

- Review current hackathon experience flow
- Suggest improvements based on problems presented
- Come up with a proposed design of an onboarding experience.

> Every time you send out these Grow Ethereum hackathon notices I run over to the web site for the hackathon and discover I have no idea what to do next or even how the hackathon works (e.g - what kind of project to make, what the judging criteria is, intellectual property ownership of submissions, etc.). You should take a look at DevPost and see how they do things to hold a hackathon.
