As a hackathon participant, if the date is before the start date of a hackathon, I am unable to see the prize explorer and instead will be redirected to the onboard page.
### Why Is this Needed
If we restrict access to the prize explorer before the hackathon start date, this fixes a multitude of the onboarding issues that we had previously.

https://github.com/gitcoinco/web/issues/5532 - know what to do when explorer has no prizes - if date is before start date, then the contributor can’t see the explorer and instead will be redirected to the upgraded onboarding / details page (#5533)
https://github.com/gitcoinco/web/issues/5531 - obvious way to register for a hackathon - if date is before start date, then the contributor can’t see the explorer and instead will be redirected to the upgraded onboarding / details page (#5533), this simplifies the flow for registration.
After the hackathon starts, they can still see the prize explorer without registering, but if they decide to start work, then they must register and that will take them through the onboarding / details page.
### Current Behavior
contributors are able to see the prize explorer before there are prizes, which is a confusing experience
### Expected Behavior
contributors are not able to see the prize explorer before the start date of a hackathon, and will be redirected to the proper onboarding and registration flow
### Definition of Done
- [ ] if date is before start date, then the contributor can’t see the explorer and instead will be redirected to the upgraded onboarding / details page
