As a hackathon sponsor, I want to be able to contact all participants in mass via email. As a hacker, I want to receive hackathon communications while still keeping my email information private.
### Why Is this Needed

*Summary*: Sponsors want to send updates, resources, and get feedback from hackers via email. Currently Gitcoin will send emails on behalf of the sponsors, or send the email list to the sponsor directly, both which aren't scalable and the latter which raised privacy concerns.

Sponsor can write and send a mass email to all registrants from a dashboard, without knowing their specific emails.

Only administrators of a tribes page can email people this way.
