[EthWaterloo] Best Enterprise Mainnet Use of Hyperledger Besu

### Hyperledger Besu is the first Enterprise Ethereum client which is mainnet-compatible.
For this bounty, our team would like to harness the ETHWaterloo community’s creativity for the best Enterprise Mainnet use of the Besu client.
What do we mean by Enterprise Mainnet? There are two main ways to think about it:
1. Using mainnet as a way for permissioned networks on Ethereum to better interoperate. Whether that is as an anchor, bridge, or source of trust, we see mainnet as the link that will bring siloed Ethereum networks together.
2. Improving the experience of enterprises building on mainnet today. Several applications using mainnet have reached “enterprise scale”, and we should make Ethereum clients as convenient for them to use as the other parts of their stack.
Any project that leverages Hyperledger Besu to improve either of the scenarios listed above will be eligible for the bounty. We may or may not also have exclusive Hyperledger Besu swag for teams working on this bounty 🤫

* Any addition to the Hyperledger Besu codebase must comply with the [Contribution Guidelines](https://github.com/PegaSysEng/pantheon/blob/master/CONTRIBUTING.md)
* Any new library or dependency must be Apache 2.0 friendly
* Please submit according to the ETHWaterloo guidelines and leave a comment on this Github Issue to signal your submission
## Submission Deadline
November 10th, 2019, as per the ETHWaterloo Guidelines.
## Judging Criteria
The bounty will be awarded to the best submission based on the impact of the mainnet use-case for enterprises, compliance with [Contribution Guidelines](https://github.com/PegaSysEng/pantheon/blob/master/CONTRIBUTING.md), and the Submission Requirements above, according to PegaSys.
